About KSA
The KSA represents the interests of students to the KIMEP University administration. Since its creation, the KSA has contributed greatly as an advocate of the issues and concerns of students to the administration.
Each year a new KSA Cabinet member is elected.
Members of the KSA play an active role in the administration of KIMEP University. They have voting rights on many KIMEP University management committees, including the Tender Committee, Disciplinary Committee and Budget Committee. As representatives of KIMEP students’ interests, the KSA is consulted for all major management decisions that occur at KIMEP University.

PREAMBLE
We, the students of KIMEP University, united by a shared commitment to advance the education of the students, contribute to a vibrant and inclusive KIMEP community and participation in the University life, hereby establish this Constitution of the KIMEP Student Association (hereinafter, KSA). It serves to define the framework of student self-governance, ensure accountability, and promote the well-being and representation of its members within the University community.
Article 1. Name, Purpose and Membership
- The official name of this organization shall be the KIMEP Student Association (hereinafter, KSA).
- KSA serves as the official representative voice of the student body, working in partnership with the University to cultivate a student-centered, transparent, and inclusive governance environment. It aims to strengthen student participation in decision-making processes, uphold academic and ethical values, and enhance the overall student experience. KSA goals include:
- Advocating for student interests and concerns;
- Promoting leadership, engagement, and participation in the University life;
- Enhancing communication among students, administration, and faculty;
- Supporting student life, wellbeing, and campus development;
- Contributing to a vibrant, inclusive, and ethical University environment.
- All full-time, degree-seeking students of KIMEP University are members of the KSA. Members have the right to participate in KSA activities, vote in elections, and seek elected or appointed positions, subject to eligibility requirements established in the KSA Election Guidelines.
Article 2. Governing structure
- The KIMEP Student Association Cabinet (hereinafter, the KSA Cabinet) is the executive and representative body of the Association, entrusted with implementing its mission, upholding the Constitution, and ensuring that the collective voice of students is effectively communicated to the University administration. The Cabinet functions as the primary decision-making and coordinating organ of the KSA, responsible for managing its operations, representing student interests, overseeing committees, and maintaining transparency and accountability in all activities. It shall consist of:
- President
- Vice President for Internal Affairs
- Vice President for Student Life
- Vice President for Finance and Resources
- Deputies representing the general student body.
- The KSA Cabinet carries the primary responsibility for the execution of the Association’s mission and the realization of its objectives. The Cabinet shall:
- Represent student interests to the KIMEP administration, relevant University bodies, and KIMEP community;
- Coordinate and support student organizations, events, and initiatives;
- Manage the KSA budget and financial affairs with transparency;
- Maintain communication and collaboration across the student community;
- Uphold ethical conduct and accountability in all operations.
- Non-executive members of the Cabinet, referred to as Deputies, shall represent major student constituencies. Each academic college shall be represented by 3 Deputies, and 1 Graduate Deputy and 1 International Deputy shall represent their respective student communities. The specific number and allocation of Deputy positions shall be defined in the KSA Election Guidelines and reviewed annually, to reflect institutional growth and diversity.
- All members of the KSA Cabinet shall be subject to impeachment for conduct or actions that undermine the integrity, effectiveness, or reputation of the KIMEP Student Association. Grounds for impeachment include, but are not limited to:
- Failure to fulfill responsibilities as defined in this Constitution, the KSA Cabinet Bylaws, or other governing documents;
- Abuse of authority, misuse of KSA resources, or violation of ethical and financial standards;
- Persistent neglect of duties or repeated unexcused absences from official meetings and events;
- Engaging in conduct that damages the credibility, unity, or interests of the student body or the University community;
- Violation of the Student Code of Non-Academic Conduct or any University policy applicable to student leaders;
- Interference to the due process, elections, or other constitutional procedures of the KSA.
- To initiate the impeachment of the KSA President, a petition signed by at least 1/10 of the KSA student body shall be submitted to the Cabinet. Upon receipt, the Cabinet shall convene a special session to review the petition. Impeachment shall require the approval of 2/3 of the Cabinet members present and voting. The Vice President for Internal Affairs shall preside over the impeachment proceedings involving the President. In cases where the Vice President for Internal Affairs or other members of the executive leadership are subject to impeachment, the Deputies of the Cabinet shall appoint one Deputy from among themselves to preside over the proceedings to ensure impartiality and procedural fairness.
- If the President is removed from office through impeachment, the KSA Cabinet shall appoint an acting officer to assume the duties of the vacant position for the remainder of the term, in accordance with the following line of succession:
- Vice President for Internal Affairs
- Vice President for Student Life
- Vice President for Finance and Resources
- A Deputy elected by the Cabinet.
Article 3. KSA Cabinet Committees
- The following standing committees shall operate under the KSA:
- Executive Committee;
- Tender Committee;
- Budget Committee;
- Judicial Committee.
- Members of the standing committees shall be selected through an open and transparent process. The corresponding Vice President shall oversee the selection and announcement of committee members, subject to review and confirmation by a representative from the Student Affairs office.
- The specific functions, procedures, and reporting mechanisms of each committee shall be established in the official governing documents of the KSA Cabinet. All committees are required to maintain accurate records of their meetings, discussions, and decisions.
Article 4. KSA elections
- Elections for the KSA Cabinet shall be conducted annually in accordance with the KSA Election Guidelines. The Guidelines shall define all procedures related to candidate eligibility, campaign regulations, voting logistics, and the election venue oversight. The KSA Election Committee, operating independently, shall be responsible for ensuring the fairness, transparency, and integrity of the entire electoral process.
Article 5. Amendments
- Amendments to this Constitution may be proposed either by a 2/3 majority vote of the KSA Cabinet or through a student petition endorsed by at least 100 full-time students. The Cabinet is obligated to review and consider submitted proposal within 2 weeks of its receipt. For an amendment to be adopted, it must obtain a 2/3 approval of the KSA Cabinet and a 51% of voting students participating in a general referendum.
- All ratified amendments shall be submitted to the Dean of Student Affairs for record and confirmation of compliance with KIMEP University policies.
Article 6. Interpretation and Administrative oversight
- Questions of interpretation of this Constitution shall be reviewed by the KSA Cabinet in consultation with the Dean of Student Affairs. In cases of institutional compliance, final interpretation authority rests with the Executive Committee of KIMEP University.
- If the KSA Cabinet fails to fulfill its constitutional responsibilities – including, but not limited to, holding regular meetings, managing the annual budget, conducting elections, or maintaining active engagement with the student body – the Dean of Student Affairs may initiate a formal review of the Cabinet’s performance. Should the review determine that the Cabinet is non-functional or in violation of University policy, the Dean may take corrective action, which may include issuing a formal warning, mandating early elections, suspending access to KSA funds, or dissolving the Cabinet pending a new election. All such actions shall be undertaken in consultation with the KSA Election Committee and, where appropriate, the University Executive Committee, and only to preserve the continuity, integrity, and functionality of the student governance.

KSA Elections
2025-2026 elections for the KSA Cabinet were held on October 30, 2025. The new members of the Cabinet will play a responsive role for the future welfare and development of KSA. This year elections have been held on campus in the Students Lounge Area, Valikhanov building.

The voter turnout for this year’s elections is 32%, compared to the corresponding 30% and 27% turnout observed in 2024 and 2023.
