Erasmus Mundus

Erasmus Mundus is a cooperation and mobility program in the field of higher education that aims to enhance the quality of European higher education and to promote dialogue and understanding between people and cultures in and out side of EU. In addition, it contributes to the development of human resources and the international cooperation capacity of Higher education institutions in non-EU Countries by increasing mobility between the European Union and these countries.

The Education, Audiovisual and Culture Executive Agency (EACEA) is responsible for the implementation of the Erasmus Mundus Program, supporting cooperation of higher education institutions (HEIs) by means of funding of their activity (Action 1 and Action 2).

Erasmus Mundus Action 1

The Education, Audiovisual and Culture Executive Agency (EACEA) is responsible for the implementation of the Erasmus Mundus Program, supporting cooperation of higher education institutions (HEIs) by means of funding of their activity. One of the activities is called Action 1 which aimed at organization of joint programs at masters (Action 1 A) and doctoral (Action 1 B) levels including scholarships/fellowships to participate in these programs.

Joint programs of outstanding academic quality are designed and implemented by a consortium of European universities as well as universities from other parts of the world. Programs include obligatory study and research periods, in at least two universities, and award recognized double, multiple or joint degrees.

Action 1 provides:

  • Scholarships/fellowships for non-EU Country and European students/doctoral candidates to follow these Erasmus Mundus joint masters’ courses and doctoral programs.
  • Short-term scholarships for non-EU Country and European academics to carry out research or teaching assignments as part of the joint masters programs.

Erasmus Mundus Action 2

Action 2 is an establishment of partnerships between European and non-EU HEIs including scholarships and fellowships for mobility at all academic levels.

Action 2 provides:

  • Support for the establishment of cooperation partnerships between European higher education institutions and higher education institutions from non-EU Countries with the objective of organizing and implementing structured individual mobility arrangements between the European and non-EU Country partners.
  • Scholarships of various lengths for non-EU Country individuals (students, scholars, researchers, professionals).

For the purpose of management of Action 2 the European Commission has defined countries into several geographical lots in order to better organize mobility and cooperation between HEIs.  Citizens from those countries can participate in the Erasmus Mundus Program. Mobility scheme is designed and implemented by a consortium of European universities as well as universities from those lots.

Initially, in Call 2006 the only country in Central Asia participated in the project was Kazakhstan (lot_8) and the project was called External Cooperation Window. The project was expanded to all other Central Asian countries next Call 2007 (lot_8) and changed to lot 9 in the Call 2008 with a title Partnership. All three consortia have been coordinated by the Technical University Eindhoven, The Netherlands.
