Faculty Development Plan: 2011–2014

Preamble

A world-class university has faculty committed to providing teaching and learning of the highest quality, in a supportive yet challenging environment enriched by scholarship and research. A key objective of the CSS is, thus, to make continuous improvements in its academic standards.

Goal

The CSS’s faculty pool will consist of highly qualified academics who evidence a commitment to KIMEP’s vision and values, who will deliver a world class education to our students, who will make significant research contributions, evidenced by achieving and sustaining external program accreditation, by conducting dual degrees with world-class universities, and by the publication of high-quality research.

Objectives and standards

1.    By the fall semester of 2014, all CSS full-time faculty members will qualify for appointment as Assistant Professors achieved by either so becoming (a) Academically Qualified (AQ) by holding either (i) an appropriate doctoral degree, or (ii) an appropriate masters degree and three papers in refereed journals of international repute (or an equivalent research output in accordance with the CSS Faculty Evaluation); and/or (b) Professionally Qualified (PQ) by holding an appropriate masters degree and either (i) appropriate professional qualifications, and/or (ii) a portfolio of evidence of career professional or research outputs of an acceptable standard that demonstrate the attainment of the skills required for identified teaching and research needs.

2. Once Assistant Professor status has been attained, all professorial faculty members will remain intellectually active (a) by sustaining AQ status by publishing one paper in a refereed journal of international repute every two years (or an equivalent research output in accordance with the CSS Faculty Evaluation); and/or (b) by sustaining PQ status (i) by demonstrating the sustaining of the professional skills either (I) by, for those with professional qualifications, maintaining those qualifications and membership(s), or (II) by, for those without professional qualifications, providing a portfolio of evidence of professional or research outputs of an acceptable standard, including the publication of at least one paper in a refereed journal of international repute every three years (or an equivalent research output in accordance with the CSS Faculty Evaluation).

Tasks

1. Eliminate the positions of Instructor, Lecturer and Senior Lecturers by August 2013 and introduce Teaching Associate positions, in the form of adjunct/part-time position with new terms and conditions and appropriate remuneration.

2.    Make contract renewal contingent upon attaining and sustaining AQ/PQ status.

3.    Demand that 100% of current professorial faculty members are AQ/PQ by May 2013.

4.    Require that all faculty members who have been enrolled in doctoral study for (a) two years or more can evidence by May 2013 that they can complete their doctoral studies by May 2014, or (b) less than two years can evidence by May 2013 that they have made satisfactory progress towards the completion of their degrees by May 2015.

5.    Require that all faculty members who are without a doctoral degree, and who are not currently enrolled in any doctoral program, develop a Personal Development Plan by 1 May 2011, with the expectation of implementation in Fall 2011 and completion by August 2014.

Faculty Background Specific Actions and Support
Currently, with Doctoral Qualifications

  • Retention: Those faculty members whose contract expires in August 2011 and in August 2012 will be retained only if their performance is satisfactory based on FCP and the CSS Faculty Evaluation, as approved the CSS College Council. However:

i.     Three-year contracts will be offered to only those who are AQ/PQ, with annual continuation subject to remaining AQ/PQ.

ii.     One-year contract extension will be offered to those who are not AQ/PQ, with renewal (maximum of three for those whose contract expires in August 2011 and a maximum of two for those whose contract expires in August 2012), subject to being AQ/PQ or making significant progress towards becoming AQ/PQ.

  • Promotion: All faculty members seeking for promotion must fulfill the AQ/PQ criteria.
  • Incentives:

i.      Starting in the academic year 2011-12, merit increments will be granted to those maintaining AQ/PQ status or making progress towards becoming AQ/PQ.

ii.      Teaching remission for research will depend heavily on undertaking collaborative research with those who are yet to be AQ/PQ (particularly, faculty members in doctoral programs) and assisting doctoral students in their dissertation and other scholarly activities.

iii.      Starting Summer 2012, summer teaching will be restricted to those who are maintaining AQ/PQ status or making significant progress towards becoming AQ/PQ.

iv.      Starting Fall 2011, overload teaching would be allowed only to those who are AQ/PQ.

Currently, Enrolled in Doctoral  Program
  • Teaching remission for research for those enrolled in research-based doctoral studies or who are at the ‘All But Dissertation’ stage of a taught-research-based doctoral program.
  • Offer all necessary guidance and counseling to those who are working on their dissertations/theses to support satisfactory progress and ensure completion.
  • Encourage faculty members with research accomplishments to undertake joint research work with faculty members pursuing doctoral study programs.
  • Starting in the academic year 2011 – 2012, merit increments will depend heavily on making progress towards obtaining doctoral qualification.
  • Starting Summer 2012, summer teaching will be restricted to those who are making significant progress towards becoming AQ/PQ
Currently, NotEnrolled in a Doctoral Program
  • Individual discussion between the Dean and each faculty member on his or her Personal Development Plan (PDP) for undertaking (1) doctoral study, or (2) the research required to produce up to three papers in refereed journals of international repute by May 2013. Formal PDPs are to be set up by 1 May 2011.

· Inform of the decision of elimination of the positions of Instructor, Lecturer and Senior Lecturers by August 2013 and the introduction of the position of Teaching Associate, in the form of non-full-time faculty position.

  • Provide information on the importance of doctoral qualification to their academic career and for the brighter future of KIMEP.
  • Make faculty members aware of the possible opportunity to pursue doctoral study at KIMEP, and opportunities to pursue doctoral programs abroad.
  • Extend all possible assistance and encouragement to undertake academic development activities.
  • Starting in the academic year 2011-12, merit increments will depend heavily on making progress towards obtaining a doctoral qualification or the equivalent though the production of quality research outputs.
  • Starting Summer 2012, summer teaching will be restricted to those who are making significant progress towards becoming AQ/PQ
